| EU and the USA secret consolidation |
The European Union and the USA have returned to idea of creation of a free transatlantic economic zone for the sake of support of the distressful economy. Experts see in it attempt of creation of a counterbalance to growing economy of India and China. However, practical realization of the plan will be rather complicated, including because EU and the USA compete with each other.
In the conditions of complete confidentiality the European Union and the USA prepare the agreement on creation of a free transatlantic economic zone which will connect the whole network of trading and other agreements of their economy. About it reports ITAR-TASS referring to representatives of the European diplomatic circles.
«The West doesn't intend to hand over simply a part of the positions in new global economy quickly to developing states with the new markets, first of all to group BRIKS», – has noticed an informed circle. He has confirmed that the unprecedented initiative on creation of the uniform transatlantic market which will include the European Union and the USA prepares.
While it is only known about conducted consultations under agreements in trade area goods of agricultural industry, mutual investments, orderings of the taxation, mutual acknowledgement of standards in medicine and a number of other areas.
It is necessary to tell that the initiative on creation of the transatlantic trade and economic union between EU and the USA belongs to German chancellor Angela Merkel. For the first time about it have seriously started talking in 2007, however then the idea has encountered wide opposition of Washington. In particular, about «amplifying attempts of the USA to block» Merkel's plan was declared by the commissioner on Eurocommission Gjunter Ferhojgen industry.
In the beginning of spring of 2007 Germany has presented a package of proposals on harmonizations of the legislation of EU and the USA in economic and trading areas. The purpose of this step consisted in creation of conditions for formation in the free trade area future between EU and the United States.
However, under the statement of representatives of Eurocommission, the USA have presented EU numerous requirements on a wide range of technical issues. Thereby the idea of creation of free trade area has appeared buried under set of the details which coordination could occupy decade, they marked.
How the transatlantic partnership could look?
As the American newspaper The San Francisco Chronicle marks, taxes to commodity trade would be liquidated. Now they constitute 3–4 % on the average, in the USA and Europe it is possible to name them rather low, however the trade volume is so great that their cancellation can increase annual gross national product of the USA by 1,5 %, and in Europe – almost on 0,5 %. The Export volume in Europe and the USA would increase by 17 % is almost five times more than after free-trade agreement signing between Korea and the USA.
Besides, the transatlantic partnership will lead to liberalization of the market of services, such as to telecommunication, utilities, insurance, advertizing, computer service and the finance. The market of services constitutes about 70 % from economy of the USA and EU. The United States and European Union are for each other the major trading partners, the major market of services and investments. In 2010 the American companies have rendered to Europeans of service on 610 млрд dollars, and the European companies to Americans – on 820 млрд dollars.
The market of air service gradually develops in the USA and Europe, but transatlantic investments remain under the rigid control. The policy of "the open sky» will lead to decrease in tariffs for air tickets, will improve service quality of airlines and will allow to create 80 thousand work places.
Thirdly, the transatlantic partnership will lead to mutual acknowledgement of rules and standards. Among most serious obstacles for such partnership it is possible to note nontariff barriers which spheres of settlement of conflicts and a health care, safety and ecological standards concern. It is supposed that the coordination of distinctions in regulations will lead to increase in the American export more than on 6 %, the European export will grow on 2 %.
The edition results also a concrete example of how creation of a free transatlantic economic zone can facilitate trade relations between the USA and EU. The American motor-car manufacturers test cars within the precincts of almost identical sizes and with similar test devices, as well as in Europe. Safety standards are high both in EU, and in the USA. But to export machines, motor-car manufacturers should execute the test again. If the USA and EU recognize the uniform standard for crash-tests, consumers can save to 7 % from each car or the truck. Considering influence of transatlantic economy, standards of the USA and EU can become an example for global standards, reducing probability of that other countries, such as China, will impose more rigid protectionist requirements to goods and services.
Interrogated by the newspaper the SIGHT experts don't see anything supernatural EU in attempts and the USA thus to help the economy.

As he said, developed countries, despite existence of the WTO and the formal declaration of free trade, want to create the mechanism of protection of the markets.
In turn the director of the Center of structural researches of Institute of Gaydar Alexey Vedev reminds of creation of Customs union of Russia, Belarus and Kazakhstan in which railroad train actively invite Ukraine that allows to speak about a tendency.
Experts agree in opinion that EU and the USA are afraid of growing economy of India and China.
«Advancing development of developing states will lead to growth of threats for their economic domination. China in the prompt economic jerk all approaches to technological levels behind which its own mass developments of hi-tech goods will begin more close. And if not to close for it the market of developed countries local European and American manufacturers will lose the positions not only in electronics production,« consumer goods »and goods of low degree of repartition», – Nikolay Podlevsky argues.
Meanwhile Alexey Vedev doesn't believe that the transatlantic economic union of EU and the USA can effectively resist to China and India. «At least because the USA compete not only to India and China, but also with the Europe. It is enough to remember opposition Airbus with Boeing and many other large corporations. I don't think that such union in this plan will be effective, – he explains. – objectively while in the field of high technologies the competition between America and Europe is high, and hardly this position will change the next 10–20 years».
Thus Vedev assumes that practical realization of the plan of EU and the USA on creation of a certain total market will occur not earlier than in ten years. The maximum about what today there can be a speech, it about the report on intentions, considers it.
