The new initiative will complement the first anti-American "law Dima Yakovlev," said Deputy Foreign Minister Sergei Ryabkov.



He explained that the personal composition of the lists and the criteria on which they are made, is not the subject of public debate. Earlier, the head of the Duma Committee on Foreign Affairs Alexei Pushkov said that Russia has a list of 60 U.S. citizens who are denied entry in accordance with the "antimagnitskim" law.

According to the authorities of the Russian Federation, 11 Americans from the "list of Dima Yakovlev" implicated in gross human rights abuses at Guantanamo Bay and in secret CIA special prison in Europe, where the use of torture against detainees. Those who have been added to the list can be divided into three categories. It judges, investigators, members of the Justice Ministry and intelligence agents involved in the prosecution and conviction for long periods of Russian citizens Viktor Bout and Konstantin Yaroshenko, explained Pushkov.

In the second category were U.S. Congressmen - initiators of the "Magnitsky Act". The third category - American parents guilty of abuse and death of their adopted Russian orphans, the judges, which rendered inadequate verdicts in cases of this kind, and doctors involved in the case.
