The operator should have a plan of prevention and liquidation of oil spills, as well as financial support for the implementation and compensation for damage caused to the environment in the event of oil spills (bank guarantee, insurance policy or proof of a reserve fund).
The operating organization should establish a system for monitoring the state of the marine environment in its area of ​​operations (including the system for oil spill detection and alarm). In addition, it should have its own or on a contractual basis to attract rescue units and capabilities of constant readiness for the prevention and oil spill response.
Recall, in spring 2012, WWF Russia gathered in the internet about 120 thousand signatures in support of the bill "On the protection of the seas from oil pollution."
